Assam Mandates GeM-Based Medical Equipment Procurement with New Technical Oversight

The Government of Assam has issued a new executive order to overhaul medical equipment procurement, mandating all purchases through the Government e-Marketplace under the Assam Public Procurement Act, 2017. To ensure clinical suitability, a State Technical Specification Committee will frame tier-wise standard specifications for PHCs, CHCs, district and tertiary hospitals.

A binding specification library will be created within 30 days, updated periodically, and shared with GeM. The order bars offline purchases after price discovery, allows limited custom bidding if GeM categories are unavailable, and enforces warranties, digital audit trails, and quarterly compliance, with penalties for violations.
