Assam Signs Peace Pact to Form Kuki and Hmar Welfare Councils

The Government of Assam signed Memoranda of Settlement (MoS) with several armed groups of the Kuki and Hmar communities to establish the Kuki Welfare and Development Council (KWDC) and Hmar Welfare Development Council (HWDC). The agreements were signed in Dispur in the presence of Education Minister Ranoj Pegu.

The councils will work on development projects, protect cultural identity, and receive government budget support. The MoS involves groups including United Kukigam Defence Army, Kuki Revolutionary Army, Kuki Liberation Organization, and Hmar Peoples’ Convention (Democratic).

The government will also rehabilitate former militants and provide compensation to families of those killed during the conflict. Officials said the agreement marks a major step toward ending ethnic militancy and promoting development in Kuki and Hmar areas of Assam.
