Assam Targets 11.7 GW Clean Energy Development by 2030, Himanta Biswa Sarma Invites Investors at Delhi Summit

Chief Minister highlights Assam’s renewable energy ambitions at the Bharat Renewable Energy Summit & Expo 2026, inaugurated by Prime Minister Narendra Modi in New Delhi.
New Delhi, November 3, 2026: Assam has placed its ambitious clean energy development plans before national and international industry leaders, with Chief Minister Dr. Himanta Biswa Sarma seeking investment partnerships to advance the state’s renewable energy sector.
Participating in the Bharat Renewable Energy Summit & Expo 2026 at Bharat Mandapam in New Delhi on Monday, November 2, Sarma highlighted Assam’s target of developing 11.7 gigawatts (GW) of clean energy-related capacity and projects by 2030.
The Chief Minister outlined the state’s ambitions during a CEO Roundtable held as part of the summit, which was inaugurated by Prime Minister Narendra Modi.
Assam Seeks Industry Partnerships for Clean Energy Expansion
Addressing industry representatives at the roundtable, Sarma reaffirmed the state government’s commitment to participating in India’s transition towards sustainable energy.
He referred to Assam’s Integrated Clean Energy Policy and highlighted the 11.7 GW development target as a central component of the state’s renewable energy ambitions.
The Chief Minister invited business leaders, investors and renewable energy companies to explore opportunities for collaboration in Assam.
Through his official social media account, Sarma emphasised the importance of bringing industry participation into the state’s clean energy development efforts.
He also linked Assam’s renewable energy aspirations to the national vision of Viksit Bharat, highlighting the role of sustainable power infrastructure in long-term economic growth.
Integrated Clean Energy Framework Outlines Development Targets
Assam’s Integrated Clean Energy Policy, notified on February 24, 2025, outlined an 11,700 MW development target for the period up to 2029–30.
The framework covered several areas of clean energy development, including solar power, wind energy, small hydropower, pumped storage, battery energy storage and renewable energy manufacturing.
The proposed development programme included rooftop solar installations, floating solar projects and renewable energy infrastructure intended to strengthen the state’s energy sector.
However, the policy’s present administrative status requires clarification.
In October 2025, Reuters reported that the Assam government had withdrawn the policy following a Cabinet decision, citing an internal government memorandum.
Although the Chief Minister referred to the Integrated Clean Energy Policy during the November 2 summit, a subsequent official notification confirming its reinstatement could not be independently verified.
The 11.7 GW figure also encompasses energy storage and manufacturing components and should not be interpreted entirely as additional renewable electricity generation capacity.
Prime Minister Modi Highlights India’s Clean Energy Future
Prime Minister Narendra Modi inaugurated the Bharat Renewable Energy Summit & Expo 2026 on November 2, bringing together policymakers, investors, technology developers and renewable energy industry representatives.
Addressing the gathering, Modi highlighted the growing importance of clean energy in strengthening India’s economic resilience and reducing dependence on conventional fossil fuels.
He encouraged entrepreneurs, researchers, startups and educational institutions to develop innovative solar energy solutions capable of meeting a greater share of household energy requirements.
The Prime Minister also underlined the importance of innovation and technological development in advancing India’s renewable energy transition.
His address placed particular emphasis on expanding access to clean energy while supporting the country’s broader development goals.
Pralhad Joshi Brings Industry Stakeholders Together
The summit was organised by the Union Ministry of New and Renewable Energy under the leadership of Union Minister Pralhad Joshi.
Sarma expressed appreciation to the Union Minister for creating a platform where government representatives, industry leaders, investors and other stakeholders could exchange ideas and explore opportunities for collaboration.
The event is intended to encourage investment in renewable energy projects, strengthen technological cooperation and support the development of sustainable energy infrastructure across India.
The four-day summit, scheduled from November 2 to 5, is being held under the theme “Invest. Innovate. Inspire.”
It features discussions on renewable energy financing, manufacturing, energy storage, green hydrogen and emerging clean energy technologies.
Assam Among States Showcasing Renewable Energy Opportunities
Assam is among the 13 Indian states and Union Territories participating in the summit to highlight renewable energy potential, policy initiatives and investment opportunities.
The event is being held alongside the Ninth Assembly of the International Solar Alliance and the Fourth International Conference on Green Hydrogen.
According to the Union Ministry of New and Renewable Energy, the summit is designed to facilitate cooperation among governments, financial institutions, technology providers and private-sector investors.
For Assam, the participation provides an opportunity to present its clean energy ambitions and engage potential partners interested in the state’s emerging renewable energy sector.
The Chief Minister’s appeal for investment partnerships highlights the government’s stated intention to expand clean energy development and contribute to India’s long-term sustainability objectives.
Further details on potential investment commitments, project agreements and the implementation framework for Assam’s 11.7 GW target have not yet been independently confirmed.
