Congress Questions Tougher Anti-Paper Leak Law, Seeks Systemic Reforms

New Delhi: Congress MP Gaurav Gogoi on Tuesday criticised the proposed amendments to the anti-paper leak law, saying the 2024 legislation had failed to prevent examination leaks, as seen in the alleged NEET-UG 2026 paper leak.

Participating in the Lok Sabha debate on the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, Gogoi alleged that students protesting against the leaks faced excessive police action and called for reforms in the examination system instead of relying solely on stricter punishments.

He also sought transparency on the government’s claims regarding action against National Testing Agency officials and questioned the status of the committee formed after the 2024 NEET controversy. The proposed Bill seeks to prescribe punishment of up to 10 years’ imprisonment and a ₹50 lakh fine for those involved in paper leaks.
