Assam Govt Tightens Medical Reimbursement System, Mandates Digital Process

The Assam Finance (Budget) Department has issued a new order to fix gaps and prevent irregularities in the state’s medical reimbursement system.
The move comes after discrepancies were found during a reconciliation of advice slips and payments across departments and treasury offices.
Key issues included data mismatches, sanctioned advice slips without payments due to budget or document gaps, and payments made without valid advice slips, raising concerns of duplication or forgery.
To address this, the government has made it mandatory to generate all advice slips through the Finassam Portal with digital authentication. Medical reimbursement approvals must also be processed online as per DFP Rules, 2022.
Departments have been instructed to regularly reconcile records and use a centralised budget head, with payments processed on a First-In, First-Out basis to ensure transparency.
The Finance Department stated that all departments must implement these directives immediately.
