CAG Flags Major Financial Irregularities in Assam Government Spending

The Comptroller and Auditor General (CAG) has reported serious financial irregularities in the Assam government’s 2024-25 audit report, revealing that Rs 509.59 crore was spent in 13 cases without budget approval or re-appropriation orders, violating Article 204 of the Constitution.

The report also stated that 6,929 Utilisation Certificates worth Rs 23,240.56 crore remain pending, making it difficult to verify whether public funds were properly used. The Finance Department recorded the highest pending amount at Rs 4,067.06 crore.

Additionally, 1,222 contingent bills worth Rs 753.61 crore were pending detailed documentation. The CAG further noted that excess expenditure of Rs 604.40 crore in 2024-25 and Rs 11,995.69 crore spent between 2006-07 and 2023-24 are yet to be regularised by the State Legislature.

The audit report has now been placed before the Public Accounts Committee for further discussion and recommendations.
